Annual Town Meeting 


March 11, 1969 


Town Meeting called to order at 7:00 o’clock in the 
afternoon in the Moultonboro Central School Auditorium by 
Moderator Frank McIntire who read the Warrant. 


ARTICLE 1: To choose by ballot and major vote a Treas- 
urer, Clerk, Tax Collector, one or more not exceeding 
two Highway Agents, one Selectman for Three Years, 
one Trustee of the Trust Funds for Three Years, and 
such other officers and agents as the voters may deem 
necessary. 


ARTICLE 2: To raise and appropriate such sums of money 
as may be necessary to repair Highways and Bridges in 
said town. 


On motion of Ralph Dale, 2nd by Lauris Avery voted 
to raise and appropriate to repair highways and bridges 
in said town the sum of $95,000.00. 


ARTICLE 3: To see if the Town will vote to raise and 
appropriate the sum of $1,091.44 for Town Road Aid. 


‘On a motion by Gilbert Wiggins, 2nd by Grace Plummer 
voted to raise and appropriate for Town Road Aid the 
‘sum of $1,091.44. 


ARTICLE 4: To see if the Town will vote to authorize the 
Selectmen to borrow money in anticipation of taxes for 
the current year maintenance and operation expenses, 
and that the Selectmen be authorized to issue notes 
therefor, which notes are to be paid out of the tax re- 
ceipts of the current year as provided by the provisions 
oe Acts of 1953, Chapter 258 and any amendments 
thereto. 


On a motion of Lawrence Porter, 2nd by Thomas Simns 
voted to authorize the Selectmen to borrow money in 
anticipation of taxes for the current year, and that the 
Selectmen be authorized to issue notes therefor, which 
notes are to be paid out of the tax receipts of the cur- 
rent year as provided by the provisions of Act of 1953, 
Chapter 258 and any amendments thereto. 


ARTICLE 5: To see if the Town will vote to allow a discount 
on taxes paid in full up to fifteen days after the issue 
of the tax bills by the Collector.

On a motion of Ralph Dale, 2nd by Lauris Avery voted 
to allow a 2% discount on taxes paid in full up to fifteen 
days after the issue of the tax bills by the Collector. 


ARTICLE 6: To see what sums of money the Town will vote 
to raise and appropriate for the Lakes Region General 
Hospital, the Huggins Hospital, and the Carroll County 
Community Services, Inc. 


On a motion of Leonard Smart, 2nd by Stephen Tronec 
voted to raise and appropriate $2,600.00 for the Lakes 
Region General Hospital, the Huggins Hospital, and the 
Carroll County Community Services, Inc. 


ARTICLE 7: To see if the Town will vote to raise and 
appropriate the sum of $500.00 for concerts to be pro- 
vided by the Center Harbor Band. 


On a motion of Fred Snow, 2nd by Stephen Tronec voted 
to raise and appropriate $500.00 for concerts to be pro- 
vided by the Center Harbor Band. 


ARTICLE 8: To see if the Town will vate to raise and 
appropriate the sum of $513.41, which is 1/2000 of 1% 
of the assessed valuation of the Town, to the Lakes 
Region Association for the purpose of publicizing and 
promoting the natural advantages and resources of the 
Town, in cooperation with other towns in the Lakes 
Region. 


On a motion of Lee Huston, 2nd by Fred Snow voted to 
raise and appropriate to the Lakes Region Association 
for the purpose of publicizing and promoting the natural 
advantages and resources of the Town in cooperation 
with our towns in the Lakes Region. $513.41 


ARTICLE 9: To see if the Town will vote to raise and 
appropriate the sum of $100.00 for the Control of 
White Pine Blister Rust. 


On a motion of Leonard Smart, 2nd by Robert Lamprey 
voted to raise and appropriate the sum of $100.00 for the 
Control of White Pine Blister Rust. 


ARTICLE 10: To see if the Town will vote to raise and 
appropriate the sum of $5,000.00 for the reconstruction 
of a portion of the Moultonboro Neck Road, providing 
the State of New Hampshire will apportion the sum of 
$10,000.00, the total to be expended under the super- 
vision of the New Hampshire Highway Department. 


On motion of Lauris Avery, 2nd by Robert ‘Brown voted 
to raise and appropriate for the reconstruction of a 
portion of the Moultonboro Neck Road, providing the 
State of New Hampshire will apportion the sum of 


$10,000.00, the total to be expended under the super- 
vision of the New Hampshire Highway Department. 
The sum raised $5,000.00. 


ARTICLE 11: To see if the Town will vote to raise and 
appropriate the sum of $10,000.00 to be expended toward 
the completion and further improvement of the Eagle 
Shore Road and Coe Lane, leading from Redding Lane 
to the end of the Eagle Shore Road. (By Petition.) 


On a motion of Fred Snow, 2nd by Lawrence Porter 
voted to raise and appropriate $10,000.00 to be expended 
toward the completion and further improvement of the 
Eagle Shore Road and Coe Lane, leading from Redding 
Lane to the end of the Eagle Shore Road. 


ARTICLE 12: To see if the Town will vote to authorize the 
Selectmen to enter into a Contract with the Towns of 
Center Harbor, Meredith, and Sandwich to guarantee 
ambulance service for the Town for one year, and to 
raise and appropriate the sum of $3,000.00 for this pur- 
pose. 


On a motion of Leonard Smart, 2nd by Kenneth Smith 
voted to amend Article 12 to read as follows: Article 
12: To see if the Town will vote to authorize the Select- 
men to enter into a contract with the Kemp-Symonds 
Funeral Home in conjunction with the Towns of Center 
Harbor, Meredith, and Sandwich, to guarantee ambulance 
service for the town for one year, and to raise and 
appropriate the sum of $3,000.00 for this purpose. 


On a motion of Stewart Lamprey, 2nd by Martin Clifford 
voted to raise and appropriate $4,500.00 to increase the 
Health Department Budget to allow for ambulance ser- 
vice of the Town for one year. 


ARTICLE 138: To see if the Town will vote to a minimum 
Town Wage of $2.00 per hour. Other wages to be set by 
the Selectmen. 


On a motion of Fred Snow, 2nd by Lawrence Porter 
voted a minimum Town Wage $2.00 per hour. 


ARTICLE 14: To see if the Town will vote to raise and 
appropriate the sum of $7,500.00 to resurface Lake 
Shore Drive with a hot top mix applied by professional 
contractors in this field. 


On a motion of Gilbert Wiggin, 2nd by Lauris Avery 
voted to raise and appropriate $7,500.00 to resurface 
Lake Shore Drive with a hot top mix applied by pro- 
fessional contractors in this field. 


ARTICLE 15: To see if the Town will vote to have three 
more street lights installed between Robbins’ Store and

Alpine Park Road, half-way between the existing four 
lights. (By Request.) 


On a motion of Horace Richardson, 2nd by Irad Young 
voted to have three more street lights installed between 
Robbins’ Store and Alpine Park Road, halfway between 
the existing four lights. 


ARTICLE 16: To see if the Town will vote to enter into an 
agreement with Tibbetts Lumber Company to exchange 
land at the end of the Rangeway on Shaker Jerry Road 
near Deepwood Lodges. 


On a motion of David Hammond, 2nd by Austin Morrill 
voted to enter into an agreement with Tibbetts Lumber 
Co. to exchange land at the end of the Rangeway on 
Shaker Jerry Road near Deepwood Lodges. 


ARTICLE 17: To see if the Town will vote to authorize the 
Selectmen to purchase, for a sum not to exceed 
$21,000.00, land and buildings on Long Island owned by 
Donald Crumb, in order to provide more parking space 
for people using the Town Beach, and to raise and 
appropriate money for this purpose. The buildings to 
be sold by the Selectmen by sealed bid and removed 
from the property. 


After Moderator Frank McIntire had read Article 17 as 
it appeared in the warrant he announced that Donald 
Crumb had withdrawn his offer to the Town, and asked 
if there was any further discussion. As there appeared 
to be no discussion on Article 17. On a motion of Martin 
Clifford, 2nd by Gilbert Wiggins voted to pass the 
Article. 


ARTICLE 18: To hear reports of any Committees that have 
been appointed to present findings to this meeting. 


On a motion of Fred Snow, 2nd by John Horne voted to 
accept the reports of the Committees that have been 
appointed to present findings to this meeting. 


ARTICLE 19: To see if the Town will vote to approve the 
Budget as printed in the Town Report, subject to any 
changes made at this meeting. 


On a motion of David Hammond, 2nd by John Horne 
voted to raise and appropriate $3,268.40 for a full time 
Police Officer appointed by the Selectmen. 


On a motion of Stewart Lamprey, 2nd by Horace Rich- 
ardson voted to accept the Budget for the Ensuing year 
as Amended of $576,971.32. 


ARTICLE 20: To transact any other business that may 
legally come before said meeting.

The following resolution was offered by Mrs. Dorothy 
Davis: 


Whereas the Town of Moultonboro has been served 
faithfully and diligently for a period of thirty-two con- 
secutive years, and whereas our Treasurer is terminating 
her service as of this meeting, 


Be it resolved that we, the people of the town of 
Moultonboro, do here adjourn this meeting in honor of 
and with sincere appreciation to Nina L. Moulton, 
Treasurer of the town of Moultonboro, and wish her 
health and happiness in our midst for many years to 
come. 


The resolution was unanimously accepted. 

On a motion of Horace Richardson, 2nd by Richard 
Young voted to adjourn at 12:10 A.M. as there was no 
further business appearing.

Town Warrant for 1970 


To the inhabitants of the Town of Moultonboro, in the 


County of Carroll, in said State, qualified to vote in Town 
affairs: 


You are hereby notified to meet at the Moultonboro 


Central School in said Moultonboro on Tuesday, the 10th day 
of March, 1970, at ten of the clock in the forenoon to act 
upon Article 1 of this Warrant. 


Article 2 and the remaining articles of the Warrant to be 


taken up at 8:00 P.M. The polls will not close before 8:00

Tax Collector, one or more not exceeding two Highway 
Agents, one Selectman for Three Years, one Trustee of 
the Trust Funds for Three Years, and such other

To raise and appropriate such sums of money as may

sum of $500.00 for concerts to be provided by the 
Center Harbor Band. 


To see if the Town will vote to raise and appropriate the 
sum of $1,197.03, which is 1/100 of 1% of the assessed 
valuation of the Town, to the Lakes Region Association 
for the purpose of publicizing and promoting the natural 
advantages and resources of the Town, in cooperation 
with other towns in the Lakes Region. 


To see if the Town will vote to raise and appropriate the 
sum of $100.00 for the Control of White Pine Blister 
Rust. 


To see if the Town will vote to raise and appropriate the 
sum of $13,000.00 to be expended toward the completion 
and further improvement of the Eagle Shore Road and 
Coe Lane, leading from Redding Lane to the end of 
the Eagle Shore Road. 


To see if the Town will vote to raise and appropriate the 
sum of $5,000.00 for the reconstruction of a portion of 
the Moultonboro Neck Road, providing the State of New 
Hampshire will apportion the sum of $10,000.00, the 
total to be expended under the supervision of the New 
Hampshire Highway Department. 


To see if the Town will vote to authorize the Selectmen 
to enter into a contract with Kemp-Symonds Ambulance 
Service in conjunction with the towns of Center Harbor, 
Meredith, and Sandwich to guarantee ambulance ser- 
vice for the Town for two years, and to raise and appro- 
priate the sum of $3,000.00 per year for this purpose. 


To see if the Town will vote to raise and appropriate the 
sum of $6,000.00 for the reconstruction of a portion 
of Hanson Road, an existing Town Road, located on 
Moultonboro Neck. (By petition) 


To see if the Town will vote to raise and appropriate the 
sum of $3,140.00 for-the improvement of State’s Land- 
ing beach area with the R. C. & D. reimbursing the 
Town 50% of the cost. 


To see if the Town will vote to raise and appropriate the 
sum of $250.00 for the New Hampshire Humane Society. 


To see if the Town will vote to discontinue plowing 
private roads and driveways.

To see if the Town will vote to authorize and empower 
the Planning Board to approve or disapprove in its 
discretion new subdivisions and plats thereof, showing 
streets or the widening thereof, or of parks, and upon 
the adoption of this article it shall be the duty of the 
Town Clerk to file with the Registry of Deeds of the 
County of Carroll a certificate or note showing that 
the said Planning ‘Board has been so authorized giving 
the date of authorization as provided in Section 19 
and Sections 19-29 inclusive, Chapter 36 of the New 
Hampshire Revised Statutes Annotated 1955. If this 
article is adopted it shall further_be the duty of the 
Town Clerk to issue all certificates of failure when 
the Planning Board shall fail to take action as provided 
in Chapter 36, Sections 19-29 inclusive. 


To see if the Town will vote to accept as Town road 
two portions of road at Suissevale, the first being from 
the stone entrance on Rte 109 in a _ southwesterly 
direction to Castle Shore Road (1.1 mi.) and the 
second from the Clubhouse in a westerly direction to 
the State’s Landing Rd. (.8 mi). Before acceptance by 
the Town the roads shall conform to specifications 
laid out by the Selectmen. (By request) 


To see if the Town will vote to authorize the Selectmen 
to sell at public auction property acquired by tax sale. 


To see if the Town will vote to approve the Budget as 
printed in the Town Report, subject to any changes 
made at this meeting. 


To transact any other business that may legally come 
before said meeting.

To the Board of Selectmen of the Town of Moultonboro, 
New Hampshire: 


In accordance with your request, we have performed an 
examination and audit of the financial affairs of the Town 
of Moultonboro (exclusive of the Moultonboro School Dist- 
rict) for the calendar year 1969. Our examination was made 
in accordance with generally accepted auditing standards, and 
accordingly included such audit procedures as we considered 
necessary under the circumstances. 


In our opinion the statement of current working assets 
and liabilities as reflected in the annual report of the Town 
of Moultonboro, as at December 31, 1969, (exclusive of the 
Moultonboro School District) and the statement of receipts 
and disbursements of the Town of Moultonboro, (exclusive of 
the Moultonboro School District) and the results of budget 
operations for the year 1969, present fairly the financial! 
position as at December 31, 1969, and the results of budgetary 
operations for the year then ended in conformity with 
generally accepted accounting principals, applicable to 
governmental operations in New Hampshire, applied on a 
basis consistent with that of the prior year.

Librarian’s Report 


The year 1969 has been a most unusual year in the 
history of the Moultonboro Library. At a previous town 
meeting, funds were voted for an addition and remodeling to 
the library and this year the addition was constructed and 
remodeling was completed. After many delays, due to un- 
controllable circumstances, the building is nearly finished, 
and should be completed by town meeting. The trustees and 
librarian hope that townsfolk and summer residents will 
visit and make use of the fine facilities which are available 
to them. Utmost care has been expended to use the taxpayers 
dollar to the fullest extent possible. In spite of extreme 
difficulties, the library was open at all regular times during 
the period of construction. 


The School Library Branch is in its 11th year with Mrs. 
Isabelle Behr, Mrs. Marguerite Gruner and Mrs. Paula Smart 
in attendance. The school circulated 7,161 books on Tuesday 
afternoons. 


The memorial list of books has grown and it continues to 
grow. Books of this type are always welcome at the Library. 
Memorial books were given in memory of Mrs. Inez Aston 
by her daughter, Mrs. Charlene McGuinnes; William Wake- 
field by his grandson, Richard Wakefield; Harriette Price, 
Annie Wallis by W.S.C.8S.; Harriette Price, Lester Taylor, 
Peter Larson and Virginia Sturtevant by Moultonboro His- 
torical Society; Hazel Dale by Pythian Sisters and Isabelle 
Behr and Evelyn Brown; Edgar Brown by Mr. and Mrs. 
Gustave Behr; Lester Taylor by Mr. and Mrs. Leonard 
Plaisted ; Harriette Price by Martha Oliver and by Katherine 
Quirk Art Class; and Steven Martin by Richard Wakefield 
and by Peter Pohl. 


We have also had some very fine books presented to the 
library. Some of the donors were Edward Blackstone, Mrs. 
Harold Munroe, Mr. and Mrs. Gerard Ives, Mr. and Mrs. 
George Macomber, Mrs. Clarence Frye, J. A.W. Richmond 
and many others. The State Library presented the library 
with $100.00 which will be used for reference books. 


For the first time the circulation of records has been 
considerable and the library now owns between 200-300 fine 
recordings which may be borrowed.

This year has also brought its sadness. Mrs. Hazel Dale, 
who had been a trustee for a considerable length of time, died 
in October, and her guidance and interest has been sorely 
missed as it has been at the school library branch, she having 
been a volunteer there for ten years. Mrs. Beatrix Solomon 
resigned as she became a resident of Gilford. 


Mrs. Evelyn Brown was a most efficient assistant at 
the Moultonboro Library this past summer.

Planning Board Report 


We regret having to report that during the last year 
our former chairman, William Visser, and Arthur Solomon 
found it necessary to submit their resignations. Mr. Ralph 
Dale was appointed by the selectmen to replace Mr. Visser 
but at this writing we are stil] lacking one member to com- 
plete the five man board. 


In December the Moultonboro Planning Board and the 
two delegates from town were hosts to the Lakes Region 
Planning Commission. 


Throughout the year frequent regular meetings were 
held with great enthusiasm and the board found working 
together a harmonious experience. Many topics were covered 
and much study put into the problems we felt we most obvi- 
ous in Moultonboro at this time. 


Mr. Howard Jackson, state highway engineer, spoke to 
the board on requirements in contructing acceptable roads. 
It was pointed out that sufficient rights of way, road slopes 
and proper drainage will, in the long run, keep maintenance 
costs to a minimum. It is only fair to the taxpayers that 
road constructing expenses should be borne by the developers, 
not the town. 


It is obvious that without soil use maps of Moultonboro 
a complete zoning ordinance is something that must be 
tabled until the Carroll County Soil Conservation finishes 
the mapping of our town. When we have no idea of the types 
of soils within our boundaries or the capabilities of these 
soils it would be ridiculous to present zoning regulations for 
consideration to our townspeople. With this in mind we 
directed our efforts at a few badly needed ordinances that 
would help to protect our people both health and pocketbook 
wise from any unscrupulous developer with poor planning 
practices. 


We have drafted ordinances on Lot sizes, Setbacks, 
Roads and Building Heights which we hope to present to you 
for consideration in the near future. Naturally these ordin- 
ances will not apply to existing roads, lots etc. but only to 
future ones. 


Remember you the people of Moultonboro voted to re- 
activate the Planning Board; so, when we hold the necessary 
hearings on these ordinances please make the effort to 
attend and let your thoughts be heard. It is the only way 
you can make an intelligent decision on which way to vote on 
these suggestions. 


We still meet on the first and third Thursday of each 
month and you will always be welcome to stop in with any 
suggestions or criticisms.

Report of Forest Fire Warden 
And District Chief 


The 1969 fire season was a quiet one in this area. Fre- 
quent rains kept the danger to a minimum and there were 
few violations. Your Forest Fire Warden’s job would be 
easier if everyone understood the State laws that govern 
the kindling of outdoor fires. A synopsis of these laws follow: 


Fire Permit 


A fire permit is needed for all outdoor fires in or near 
woodland anytime the ground is not covered with snow. This 
includes household waste burning, even if in an incinerator, 
grass burning, garden trash as well as brush burning. Such 
burning is restricted by regulation to be prior to 9:00 a. m. 
and after 5:00 p. m. | 


Exceptions 


Commercial or Industrial burning is allowed anytime 
under normal conditions with permission of the District 
Chief and a permit from the Fire Warden. 

Camp or cooking fires are allowed on your own property 
with permission of the Fire Warden. On another’s property 
with written permission of the landowner and permission of 
the Fire Warden. The Warden can forbid such fires if in a 
hazardous area. Permits for cooking fires in the White 
Mountain National Forest can be obtained from the Laconia 
Office or at the Ranger Stations. Permits are not required 
in public camp or picnic grounds where fireplaces have been 
built for this purpose. 


Penalties 

1. For kindling a fire without a permit. Maximum of 
$200.00 fine; or imprisonment for not more than 60 
days. 

2. For kindling a fire by any means wilfully or recklessly 
that shall endanger woodlands the maximum fine is 
is $500.00 or one year’s imprisonment. 

8. For failure to totally extinguish a camp or cooking 
fire before leaving it the same penalties as in (1) 
above. 

4. For dropping inflammable material in or near wood- 
land maximum fine of $25.00. 


Fire prevention is a personal matter and a good habit.
